Objectives

The aim of the course is to provide general knowledge for the students about the goals, tools and practices of environmental and regional policies, their main strategic and indicator-based contexts.

  1. The student knows the concept, theory and relationship of environmental and regional policies with other policies;
  2. knows the objectives of environmental and regional policies in the European Union;
  3. knows the principles of environmental and regional policies and the characteristics of their development;
  4. knows the the implementation tools of environmental and regional policy in the European Union.
Skills
  1. The student is able to form a personal opinion in topics of environmental and regional policies.
  2. to see the environmental and regional political connections of EU co-financed projects.

General Rules

The learning outcomes stated in point 2.2. are evaluated based on summative assessments (two mid-term exams) during the study period.

Performance assessment methods

Detailed description of the performance evaluations carried out during the study period: 1. Summative assessments: a complex, written evaluation of the knowledge and ability-type competence elements of the subject in the form of two mid-term exams. The mid-term exams focus on the assessment of the acquired knowledge and its application, so in addition to the precise knowledge of the concepts, the focus is on problem recognition and -solutions. The course material on which the evaluation is based on is determined by the lecturer of the subject.

Retake and late completion

1) Pursuant to the current CoS, each summative assessment can be retaken, repeated or completed late. 2) The summative assessments can be retaken, repeated or completed late for the first time during the late completion period free of charge. In the event of a retake, the new result always overwrites the old one. 3) If the student is unable to obtain a grade other than 'Fail' even with the retake, repeat and late completion possibilities according to point 1), they may make a second attempt to successfully complete the course after paying the fee specified in the regulations.

In order to achieve the learning outcomes set out at point 2.2, the subject consists of the following thematic blocks. In the syllabi of the courses announced in each semester, these topics are scheduled according to the calendar and other conditions.

4. Development of the basic principles of regional policy. The effects of the 1973 and Mediterranean enlargements. The 1988 reform of the Community regional policy, its basic principles. The NUTS system
5. Changes in the goal and instrument system of the cohesion policy in the 1990s. History and effects of EU enlargements
6. EU regional policy between 2014-2020. The impact of Brexit on regional politics. Current issues and possible future development directions
7. Basic principles of environmental policy: the subject, types, levels and goals of environmental policy. Connections between environment, economy, society and sustainability
8. Global environmental protection - international environmental policy. UN, OECD, EU environmental policy institutions
9. The strategic framework of EU environmental policy: 6th Action Programme
10. Key areas of EU environmental policy: Water Framework Directive, Waste Framework Directive, Clean Air Directive, NATURA2000, REACH
11. Key tools of implementation: EIA, SKV, IPPC-BATA monitoring of environmental policy: environmental monitoring, indicators, Eurostat databases
